Thanks (Amy) A private prison is a facility where the care, custody, and control of inmates is done by a third party that is contracted by a local, state or federal government agency. (Smith, 2012) Private prisons in the United States dates back to San Quentin, during the early years of its existence. (FindLaw, 2013) In 1852, when San Quentin was originally built, it was a for-profit facility built to house inmates from overcrowded prison ships. San Quentin has since become a state-run facility. San Quentin was a rarity, with the management and services being privately run as a for-profit facility. It was more common for prisons to be state operated with selective services privatized. Those services included medical services, food preparation, vocational training, and inmate transportation. (Smith, 2012) Up until the 1980’s, prisons were run by the states. When the prison populations soured in the 1980’s, private companies stepped up to help with the increase population. (FindLaw, 2013) The top two prison management companies are Corrections Corporation of America and GEO Group, Inc. (Fenster & Hughes, 2011) Corrections Corporation of American was established in 1983 and was the first to provide privatized prison, jail, and detention services. (Corrections Corporation of America, 2015) GEO Group, Inc. was established in 1984, and since that time is considered the world’s leading provider of correctional services with 106 facilities. (GEO Group, 2015) The Bureau of Prisons reports a total inmate population of 24,305 federal prisoners housed in 14 privately-managed facilities. (Bureau of Prisons, 2015) At the end of 2013, the Bureau JJJJJJ reported private prisons held 8% of the United States Prison Population and local jails housed 5% of prisoners. (Carson, 2014) The prisoners held in private prisons at yearend 2013, was a decrease from the precious years. Although the number of state and federal prisoners held in private facilities decreased, the number of prisoners held in local jail facilities increased. (Bureau of Prisons, 2015)
