The idea came about because tour buses can be 1) Pricey and 2) Inconvenient to schedule 3) Not flexible in terms of destinations they go to. Uber could basically build this into their existing service offering, using their website and mobile app. The way it would work is, using the app, a user could call an uber car (Large SUV) and book an on the spot “tour” of the city for up to 6 people. They could offer different types of tours (i.e. shopping, night life, or sight seeing) which are pre-planned according to the city or can be customized by the user.
