Political science question about Tao Te Ching

in the Tao Te Ching, Lao Tzu claims the tao is unnamable and that knowledge of it is “vague and elusive.” He also contends that is the origin of heaven and earth. how does he know anything about the tao if humans have no direct knowledge of it? how does Lao Tzu propose we learn about the tao?
